GET INVOLVED!

The SR 40 PD&E Study will include an extensive public outreach effort. Opportunities for you to provide input will be provided through traditional Public Workshops and a Public Hearing as well as through smaller, issue oriented stakeholder meetings. Additionally, the FDOT will conduct Scoping meetings
and form a Project Advisory Group (PAG) to discuss the progress of the study, improvement alternatives, design requirements, environmental issues and roadway aesthetics.

As part of the SR 40 PD&E Study public involvement effort, all meetings scheduled throughout the project are open to the public.

PROJECT ADVISORY GROUP (PAG) MEETINGS

The purpose of the Project Advisory Group is to provide an opportunity for a
broad spectrum of individual stakeholders to provide insight and advice on
project issues.  The PAG is envisioned to include the participants and members of the SR 40 collaborative Taskforce as well as property owners, community leaders, business owners and other interested stakeholders.  The PAG will also utilize subcommittees to address issues in smaller settings. These PAG subcommittees will consist of design, environment and aesthetics subcommittees.  The PAG and subcommittees will meet intermittently throughout the project.  All meetings are open to the public.

PRESCRIBED BURNING & SMOKE MANAGEMENT MEETING

A SR 40 PD&E Study Prescribed Burning and Smoke Management meeting was held on Wednesday, October 17, 2007 in the Lake George Ranger Station Conference Room at 17147 East Highway 40, Silver Springs, Florida 34488 from 9:00 am to 12:00 noon. The purpose of the meeting is to review, discuss and develop a final MOU and implementation plan between FDOT, law enforcement and land management agencies in addressing prescribed burns and smoke management on State roads.  Meeting minutes are now available.

PUBLIC KICKOFF/SCOPING MEETINGS

The purpose of this meeting is to introduce the project to the public and solicit feedback concerning the project’s need, potential alternatives, and issues that should be addressed during the study. These meetings will be conducted to
meet both the requirements of the United States Forest Service and the requirements of an Environmental Impact Statement (EIS) should preparation
of an EIS be necessary. Because of the large study area, two separate Public Kickoff / Public Scoping Meetings will be held to introduce the project to the public and solicit broad community input involving the study. The meetings will provide you with an introduction to the project, the status of the study to date and an opportunity for you to ask questions and provide your input into the study process. Although these meetings will be held in two locations, the same information will be presented at each meeting.  The intent of conducting two meetings is to facilitate participation by locating the meetings closer to potentially impacted residents and businesses at both ends of the project. All meetings are open to the public.

Public Kickoff meetings were held on July 25, 2006 at the Astor Community Building and on July 27, 2006 at the Appleton Museum of Art. Both meetings began with an informal open house followed by a formal presentation. Meeting minutes are also available for both meeting locations - Astor and Appleton.

SCOPING MEETINGS

As part of the SR 40 PD&E Study process, a Scoping Meeting was held on August 17, 2006 at the Appleton Museum of Art at 9:00 am; however, there were no attendees other than FDOT staff and consultants. The SR 40 PD&E Study has involved numerous meetings to date, including the Project Advisory Group meetings, the Steering Committee meetings, the two Public Workshops and numerous MPO presentations within the last two months. In addition, the SR 40 PD&E Study has been submitted through the ETDM process.

The series of meetings listed above, the ETDM comments received from the various agencies, the SR 40 Task Force Report and the previous PD&E Studies initiated for the project have resulted in an identification of the project issues, and the scope/approach to address those issues. In addition, the ongoing alternatives analyses to address the project issues will continue to be discussed at the Steering Committee Meetings, the Project Advisory Group Meetings and the Public Workshops associated with the project. Therefore, the need for separate Scoping Meetings is not warranted and as such, the Scoping Meeting scheduled for September 18, 2006 was cancelled.

AGENCY STEERING COMMITTEE MEETINGS

The Project Steering Committee is intended to function as a small working
group consisting of representatives from the key federal and state agencies involved with the project. The Project Steering Committee will provide direction to the Project Study Team, led by FDOT Staff and Inwood Consulting Engineers, Inc.  This Project Steering Committee will help to develop a means of ensuring communication between agencies, building consensus and providing for the timely resolution of issues. The meetings will be held bi-monthly and are open
to the public.

VIABLE ALTERNATIVES PUBLIC INFO MEETING

The purpose of this meeting is to present to the public the results of the study to date and obtain comments on the viable alternatives that are being considered.  Visual displays will be available for review.  The format of this meeting will be an open house to informally answer questions and receive comments.  A brief video presentation will be made. All meetings are open to the public.
The Alternatives Public Workshop was held on Tuesday, August 14, 2007. The workshop provided to the public an overview of the study to date, the current status of the roadway widening alternatives analysis and environmental studies, information related to potential wildlife crossings and an opportunity to ask questions and provide input into the study process. 2nd Alternatives Public Workshop - February 28, 2008
The Second Alternatives Public Workshop was held on Thursday, February 28, 2008 in the gymnasium of the Ocklawaha Bridge Baptist Church. The workshop provided citizens with an overview of the study to date, the current status of the roadway widening alternatives analysis and environmental studies, information related to potential wildlife crossings and an opportunity for the public to ask questions and provide input into the study process.

Value Engineering is the systematic application of recognized techniques by a multidiscipline team which identifies the function of a product or service; establishes a worth for that function; generates alternatives through the use of creative thinking; and provides the needed functions to accomplish the original intent of the project, reliably and the lowest life-cycle cost without sacrificing project requirements for safety, quality, operations, maintenance, and environment. PUBLIC HEARING

A Public Hearing, as required by Federal regulation and State law, will be held to present the recommended alternative.  This Hearing may be held once the draft environmental document has been approved by the FHWA, or as directed by the District Environmental Management Office. All meetings are open to the public.
